About National Council for Human Rights-Egypt
The National Council for Human Rights (NCHR) was established in Cairo by Law 94 of 2003, and some of its provisions were amended by Law 197 of 2017. The NCHR is composed of twenty-seven members (25 members, in addition to the President and Vice-President), who are distinguished for their contributions to the protection of human rights. Since its establishment, the NCHR has been working independently to develop and implement a national human rights strategy in Egypt, and to hold conferences and meetings with its local and international partners. المجلس مؤسسة وطنية مستقلة يرأسها السفير محمود كارم . وقد تأسس المجلس في عام ٢٠٠٤ بموجب قانون رقم ٩٤ لسنة ٢٠٠٣ برئاسة الدكتور بطرس بطرس غالى الأمين العام الأسبق للأمم المتحدة، وجاء القرار بإنشاء المجلس وفقاً للتوصية الصادرة عن مؤتمر الأمم المتحدة لحقوق الإنسان في فيينا عام ١٩٩٣، والخاصة بإنشاء مؤسسات وطنية لمساعدة الحكومات بالرأي والمشوري في النهوض والارتقاء بحالة حقوق الإنسان بمفهوم شامل يتضمن الحقوق الاقتصادية والاجتماعية والثقافية والبيئية، وهو ما يعني أنه هناك تنافس أو صراع بين هذه المؤسسات والجهات الرسمية. والمجلس يتكون من ٢٥ عضواً، رئيس المجلس ونائباً للرئيس وأميناً عاماً يختار وفقاً للقانون يتم عرض أسماء المرشحين من مختلف الجهات إلى اللجنة العامة لمجلس النواب ثم يتم انتخابهم من قبل أعضاء مجلس النواب في جلسة عامة. ويتم اختبارالأمين العام للمجلس من غير أعضائه في أول اجتماع له بعد انتخابه.
