The Tropical Forest Forever Facility (TFFF) was proposed by the Brazilian government at COP28 in Dubai as an innovative mechanism to provide tropical forest countries with large-scale, predictable, performance-based payments to maintain and increase forest coverage — offering positive incentives aligned with national fiscal planning. The TFFF’s financing model combines public investment with private market borrowing, aiming to mobilize around USD 4 billion annually, to be distributed among forest countries. Countries will only receive payments proportional to their conserved tropical and subptropical broadleaf moist forest area—after satellite imagery confirms deforestation levels remained below a defined threshold. Deductions will apply for each hectare deforested or degraded. This amount is three to four times the discretionary budgets of environmental ministries in major forested countries—and dozens or even hundreds of times more than what is currently paid by the voluntary carbon market. In other words, TFFF could have a transformative impact on national forest conservation policies. The TFFF sets itself apart from traditional models through several key elements: it operates as a revenue-generating investment fund rather than a donation-based mechanism; it pays for results instead of financing projects; it rewards standing forests rather than compensating countries for avoided deforestation; and it maintains close dialogue with Indigenous Peoples and Local and Traditional Communities, who play a direct role in forest protection. The mechanism proposes allocating at least 20% of national payments to these populations.
